On March 9, 2016, at approximately 8:00 am, Animal Control Officer Boyle was on pro-active patrol around the schools in the 1100 blk. Riverside Avenue when she saw a female who appeared to possibly be breaking into a residence. Boyle contacted Officers who responded to the residence. Officer Robertson and Officer Barragan spoke with the female who was the caretaker of the property. The female was unable to get into the residence which was supposed to be vacant.
Officers contacted another female in the garage of the residence, 41 year old Chowchilla resident Monique Villanueva, who was arrested for two active misdemeanor warrants out of Madera County. She was issued a citation and released on scene.
Officers then checked the interior of the residence and located a room with a barricaded door. That room was checked and Officers located access to a basement area under the residence that had been recently accessed.
K-9 Officer Burnett and his K9 partner Remy were called to assist. Announcements were given into the area for anyone to come out or the dog would be sent in to find them. At that time a male voice could be heard yelling from the area under the residence that he was coming out.
32 year old Chowchilla resident Arthur Knapp came out from under the residence and was arrested for an active felony no bail warrant, issued by parole as well as resisting arrest. He was transported to Madera County Department of Corrections where he was booked.
